The main goal of the project is to help to strengthen the monitoring mechanisms of the implementation of the national Roma integration strategies through systematic civic monitoring. The added value of civic monitoring is provided by its independent status and the channeling of the field experiences gained by the participating NGOs in their work with local communities. The project intends to support civilian monitoring in two ways:

  • developing the capacity of NGOs to monitor the implementation of policies
  • by supporting the production of high quality, comprehensive civilian monitoring reports

The monitoring focuses on how national Roma integration strategies are being implemented in the member states. It covers nine thematic and horizontal areas: governance (coordination, funding, monitoring and evaluation), education, employment, health, housing, anti-discrimination, reduction of prejudice against Roma, Roma participation and gender equality.

The project is part of a pilot project by the European Union. The projects are managed by the European Committee. The coordination is carried out by the Central European University in cooperation with the European Roma Grassroots Organizations Network (ERGO), the European Roma Rights Center (ERRC), the Fundación Secretariado Gitano (FSG) and the Roma Education Fund (REF). As in other countries, the project is implemented in cooperation with a civil consortium selected through a call for proposals. In Hungary the work is coordinated by our foundation.
