ROVA: ROMA CSOS PROMOTING EU VALUES SUPPORT TO ROMA CSOS IN THE EU

The ROVA project aims to support Roma and pro-Roma civil society to become more effective and resourceful in their promotion of EU values. The project will support 120 local Roma and pro-Roma civil society organisations and 15 national Roma coalitions in Spain, Hungary, Romania, Bulgaria, Czech Republic, Slovakia and across the EU through grants and a capacity-building programme tailored to their needs.

This will equip them with the capacities and resources to better work towards issues such as:

  • Access to fundamental rights
  • Promotion of equality
  • Improved civic participation and democracy
  • Increased awareness of the human rights situation of the Roma
  • Better monitoring of the implementation of national Roma strategies
  • Improved dialogue between Roma and authorities.

Their work will help to promote, safeguard and raise awareness of rights and EU values at local, regional, national and transnational level.

The project runs from 2025-2027, with 2 calls for project proposals: A first one to be launched in June 2025, for 20-months long projects starting in January 2026, and a second call launched in early 2026, with 12-months long projects starting in summer 2026. The capacity-building programme will run throughout the whole grantees’ implementation period.

Three types of grants will be available, issued through two funding rounds:

1) Project grants for local or national Roma and pro-Roma NGOs established in Hungary, Romania, Bulgaria, Spain, Czech Republic and Slovakia – up to 30,000€ (25,000€ in the second round)

2) Project grants for local or national Roma and pro-Roma NGOs established in other EU Member States – up to 20,000€.

3) Project grants for national coalitions of Roma NGOs from any EU country (only one funding round – up to 15,000€)

The first deadline for all three grant types is 5 August 2025. At this stage, local and national NGOs only have to submit concept notes.  National coalitions will have to submit already full applications.

The central website of ROVA will be available with the materials related to the first call will be available in June 2025.
